**Editor’s Note:** The Ho Chi Minh City Health Department has imposed fines exceeding 371 million VND on clinics, beauty salons, and medical professionals for regulatory and advertising violations, underscoring ongoing enforcement efforts in the healthcare sector.
The Ho Chi Minh City Department of Health has recently fined numerous clinics, beauty salons, and individual medical professionals for violations of professional regulations and advertising practices, totaling over 371 million VND.
Ho Chi Minh City has issued administrative sanctions against several organizations and individuals operating in the healthcare sector. The violations primarily involve providing medical examinations and treatments outside their scope of practice, unauthorized practice of the profession, deceptive advertising, and irregularities in maintaining patient medical records.
Among the sanctioned facilities, Minh An Medical Company Limited (Binh My commune, Ho Chi Minh City) was fined 90 million VND for providing medical examination and treatment services outside the scope of its authorized professional activities, except in emergency cases. In addition to the fine, the person in charge of professional matters at the facility had their professional license revoked for one month.
Mang Skin Co., Ltd. (Cau Kieu ward, Ho Chi Minh City) was also fined 80 million VND for providing medical examination and treatment services outside the scope of its permitted professional activities. The person in charge of professional aspects at the facility had their practice license revoked for one month.
Notably, the aesthetic center Sehun Beauty & Spa (in Vuon Lai ward, Ho Chi Minh City) was fined 80 million VND for providing medical examination and treatment services without the necessary license and for advertising such services without authorization. The business was also suspended for 18 months and ordered to remove all illicit advertising content.
Regarding advertising activities, the Intermec Multi-Specialty Clinic, a branch of Intermec Multi-Specialty Clinic Co., Ltd., was fined 30 million VND for using terms such as “best,” “unique,” “the best,” and “number one” in its advertisements without supporting legal documentation, as required by regulations. The Ministry of Health requested the facility to remove all illicit advertising content.
Specifically, Ms. Nguyen Thi Thuy An was fined 35 million VND for practicing medicine outside her area of expertise and had her medical license revoked for 7.5 months.
Ms. Le Thi Thu Minh was fined 35 million VND for practicing medicine without a license or certificate.
Dr. Ta Minh Dao was fined 17.5 million VND for performing surgeries, procedures, and invasive procedures without the written consent of the patient or their representative, as required by law. His medical license was also revoked for 4.5 months.
Additionally, Mr. Vu Ngoc Quang and Ms. Xin Thi Mui were each fined 2 million VND for not completing medical records clearly and fully according to the format prescribed by law.
According to the sanction decisions, the total amount of fines imposed on organizations and individuals in this round amounts to 371.5 million VND. In addition to financial penalties, the Ho Chi Minh City Department of Health also applied various supplementary measures, such as revoking professional licenses, suspending medical examination and treatment activities, and ordering the removal and deletion of illicit advertising content, to ensure compliance with regulations on medical examinations and treatments in the area.
