The domestic cosmetics contract manufacturing market size (based on business sales) for fiscal year 2025 was 367.5 billion yen, 103.6% of the previous year.
Although the cosmetics contract manufacturing market started fiscal year 2025 with momentum from anticipated new and renewal orders from client companies, the impact of rising prices on consumer sentiment has led to slower-than-expected over-the-counter cosmetics sales. Driven by diversifying consumer needs, the rise of mail-order and e-commerce channels, and the expanding distribution of overseas cosmetics including Korean cosmetics, sales channels and products are becoming increasingly fragmented. In fiscal year 2025, cosmetics manufacturers and retailers have been implementing cautious order plans from the perspective of appropriate inventory management to avoid stockpiling caused by discrepancies with actual demand. Under these market conditions, the number of contract manufacturing projects involving multiple small-lot orders has increased, and volume-based movements have generally remained weak. Additionally, the cosmetics contract manufacturing market has been affected by rising costs from raw materials, logistics, and labor, leading to price negotiations with client companies. By passing on price increases to selling prices, the sales-based scale of participating companies has expanded, and due to this upward effect, the overall market size exceeded the previous year.
Since March 2026, the escalating situation in Iran and restrictions on navigation through the Strait of Hormuz have significantly impacted the cosmetics supply chain, including the contract manufacturing market.
