A woman surnamed Park (Ms. Park) from Ulsan discovered a black foreign substance in her cream cosmetic product.
According to Ms. Park, when she squeezed the cream from its tube container, a black foreign substance came out along with the product. She requested the manufacturer to conduct a product ingredient test and recall products manufactured at the same time, but claims she only received a speculative response that ‘it looks like a packaging box’ upon visual inspection, without confirmation of whether the substance was harmful.
According to the Cosmetics Act, ‘If a business operator becomes aware that cosmetics that cause or are likely to cause harm to public health are being distributed, they must immediately recall or take necessary measures to recall the relevant cosmetics.’
