On May 28, 2025, the Congress of Mexico City unanimously approved the 'Nicole Law,' which amends Article 172 of the Mexico City Health Law to prohibit cosmetic surgeries on minors under 18, with exceptions only for reconstructive procedures justified by medical reasons such as congenital malformations, accidents, or diseases, and requiring multidisciplinary evaluation. The initiative was introduced on September 30, 2025, by Deputy Pedro Enrique Haces Lago of the Morena party. The law invalidates authorizations for clinics performing aesthetic surgeries on children and adolescents. Deputy Haces Lago stated on social media: 'We did it! The Nicole Law is a reality. Our initiative was approved, and with it, we will protect the girls, boys, and adolescents of Mexico City. No minor will undergo cosmetic surgery that is not necessary for their proper physical or mental development.' Deputy Valeria Cruz Flores, president of the Health Commission, added: 'Today we took an important step toward building a more conscious, humane, and preventive city. We presented a ruling on self-care, recognizing that health is not only treated in hospitals but also built daily through habits, mental health, prevention, and collective well-being.' The law originates from the case of Paloma Nicole, a 14-year-old who died after cosmetic surgery in Durango, highlighting regulatory gaps. Durango was the first state to adopt this framework, and the Mexico City law will take effect the day after its publication in the Official Gazette of Mexico City.
