Egypt's Minister of Industry, Engineer Khaled Hashem, issued Decision No. 114 of 2026 approving amended licensing requirements for industrial facilities operating in the cosmetics sector, based on the international standard ISO 22716, with full compliance with all regulatory procedures and rules.
The decision, announced by the ministry yesterday, grants cosmetics manufacturing facilities a one-year grace period starting from April 16, 2026, to meet the new requirements, supporting manufacturers and ensuring production continuity.
The decision responds to global changes in the cosmetics industry, and the coming period will see development in the industrial supervision and quality system to ensure all sectors comply with the prescribed standards, serving the state's strategy to deepen local manufacturing and reduce the import gap.
Dr. Nahed Youssef, head of the Industrial Development Authority, stated that the decision primarily aims to ensure the highest safety and quality standards in factories. She noted that adopting the ISO standard as a basic reference for licensing will directly help open new markets for Egyptian exports, strengthening Egypt's position as a regional hub for this promising industry.
Youssef added that the decision was based on the outcomes of the committee for industrial licensing requirements, formed under the Industrial Licensing Facilitation Law, which includes experts and representatives from all relevant authorities. The committee agreed on the necessary technical requirements, determinants, and controls to align with the latest global systems.
