Editor's note

This appointment signals heightened government focus on K-beauty export hurdles. For buyers, the committee's work may reshape regulatory alignment and market access. The involvement of major OEMs like Kolmar and Cosmax underscores supply-chain relevance, while Wingate's regulatory expertise offers a direct channel to evolving compliance frameworks.

Sungmin Son, CEO of Wingate Korea, a regulatory consulting and licensing firm specializing in export compliance, has been appointed to the Beauty Industry Special Committee under the National Bio-Innovation Committee. This move signals growing government attention to K-beauty's global expansion challenges, offering overseas buyers insight into evolving regulatory frameworks and support mechanisms for Korean beauty exports.

Committee formation and first meeting

The National Bio-Innovation Committee, chaired by Prime Minister Min-seok Kim, held its first meetings for the Beauty Industry Special Committee and the Regulatory Special Committee on May 21. The sessions marked the beginning of formal discussions on key bio-sector policy tasks. Won Hee-mok serves as vice-chair of the committee, with Ji-hoon Son, CEO of Pharmaresearch, acting as special committee chair. Sang-hee Kim, director of the Bioindustry Promotion Bureau, moderated the proceedings.

Industry leaders participate

Seventeen industry and expert members attended, including Hyun-kyu Choi (CEO, Kolmar Korea), Kyung Choi (CEO, Cosmax), Jae-ho Yeon (Vice Chairman, Korea Cosmetic Association), Keun-young Lee (President, Dongkuk Pharmaceutical), Ji-min Jang (Managing Director, CJ Olive Young), and Gun-ho Na (Director, Naver Healthcare). The group discussed current challenges and growth directions for the beauty industry.

Regulatory expertise and government role

Son emphasized the importance of government support for Korean exporters navigating regulatory changes in key markets. As a regulatory specialist, his expertise covers cosmetic export diversification, safety evaluation, and market entry strategies. He highlighted the need for government to address the difficulties faced by export companies amid shifting regulations in major K-beauty markets.

Wingate Korea's role

Wingate Korea is a specialized consulting firm that supports domestic companies in overseas regulatory compliance across areas including US FDA requirements, EU cosmetic regulations, market entry into China and ASEAN, cosmetic safety evaluation, and global ingredient, label, and claim reviews. The company's appointment to the committee positions it to influence policy that directly affects supply-chain compliance for international buyers.

What buyers should watch

Overseas importers and distributors should monitor policy developments from this committee, as it may shape future regulatory alignment, safety standards, and market access pathways for Korean beauty products. The involvement of major OEM/ODM players like Kolmar and Cosmax, alongside retail giant CJ Olive Young, suggests that supply-chain efficiency and regulatory harmonization will be key agenda items. Buyers can expect more streamlined compliance processes and potentially faster market entry for Korean brands.
