Ho Chi Minh City authorities have uncovered an unlicensed beauty clinic in Phu Nhuan District that employed unqualified personnel to perform filler injections and eyelid surgery. On May 19, 2026, police in Phu Nhuan District announced they were gathering evidence to prosecute the owner of Bee Hin Beauty Salon in Village 7, Phu Nhuan District, for performing invasive aesthetic procedures without meeting professional standards. According to the Phu Nhuan District police, on May 17, as part of the 2026 inspection plan for medical, pharmaceutical, and beauty establishments, police coordinated with the Culture and Society Department and the District Health Station to conduct a surprise inspection of Bee Hin Beauty Salon, operated by Nguyen Thi D. During the inspection, the facility owner presented a business registration certificate but lacked a license to operate medical examination and treatment services, as well as the necessary professional certifications. Investigators found that the facility had set up rooms for cosmetic surgery and possessed numerous tools and equipment for invasive procedures, including scalpels, syringes, injectable anesthetics, fillers, disinfectants, and other medical equipment. Furthermore, the facility had created fan pages and Facebook accounts to advertise invasive cosmetic procedures such as filler injections, eyelid surgery, double eyelid surgery, lip surgery, and dimple creation. These procedures require specialized skills that can only be performed by qualified doctors in facilities meeting legal requirements.

Nguyen Thi D. admitted to authorities that she personally performed these procedures without the supervision of a qualified doctor, posing risks of complications and threatening customers' health and lives. Authorities also noted that the facility generated hazardous medical waste, including sharp needles and blood-stained bandages, which were not collected and disposed of according to regulations, creating potential risks of environmental pollution and disease spread. Phu Nhuan District police are calling on anyone who has received invasive cosmetic procedures at Bee Hin Beauty Clinic to cooperate in verifying and handling the case. Police stated they will continue to strengthen inspections and crackdowns on beauty salons and spas for unlicensed operations, activities outside their registered scope, and illegal provision of beauty services, in order to protect public health and rights.
