Taiwan's Ministry of Health and Welfare (MOHW) has expanded its list of penalized clinics in the ongoing peeping tom scandal, adding a new clinic in Yilan. The total number of fined clinics now stands at 21, with penalties including maximum fines of NT$500,000 and six-month suspensions. This development signals heightened regulatory scrutiny for medical aesthetics clinics, impacting supply-chain buyers and distributors who must ensure compliance with patient privacy standards.
Regulatory escalation
The MOHW began publishing the "List of Medical Institutions Penalized for Infringing Patient Privacy" on May 27, updating it weekly. As of June 10, authorities have inspected 1,761 clinic visits across Taiwan, up from 1,356 the previous week. The latest addition is Yilan Guangze Clinic, penalized under Article 108 of the Medical Care Act for engaging in improper business that harms public morals or health.
Scope of inspections
Inspections target not only medical aesthetics clinics but also Western medicine, Chinese medicine, and dental clinics nationwide—totaling over 20,000 facilities. The scandal first broke at major chains like Aierli, Guangze, and Shengyi, making aesthetics clinics the primary focus. However, authorities continue to inspect other clinics to protect patient rights.
List of penalized clinics
The MOHW list includes 21 clinics across Taiwan: Guangze Clinic (Taipei Da'an, Taipei Sanmin, New Taipei Banqiao, New Taipei Xinzhuang, Taichung Nantun, Kaohsiung Sanmin, Yilan); Aierli Clinics (Taipei Nanjing, Taipei Da'an, New Taipei Linkou, New Taipei Yonghe, New Taipei Xinzhuang, New Taipei Banqiao, Kaohsiung Bo'ai, Kaohsiung Xinxing); Shengyi Clinics (Taichung West); Shengyi Fashion Clinic (Taichung West); Yan Yi Ming Clinic (Tainan Zhongxi); Junqi Meixing Clinic (Kaohsiung Zuoying); and Weixin Breast Surgery Hospital (Kaohsiung Zuoying).
What buyers should watch
For overseas importers, distributors, and clinic buyers sourcing from or operating in Taiwan, this case underscores the importance of patient privacy compliance. Clinics found violating privacy laws face severe penalties, including fines and suspensions, which can disrupt supply-chain relationships. Buyers should verify that partner clinics adhere to strict privacy protocols to avoid regulatory risks and reputational damage.
